New Vehicle Titling and Registration
The following documents and information are required if you are title a brand new vehicle:

- Manufacturers’ certificate of origin properly assigned to the buyer by the selling dealer.
- Application for vehicle title/registration (TC96-182): If using total consideration as usage tax value, Total Consideration portion must be completed. If county clerk staff notarizes signature(s), identification must be presented.
- Photo identification.
- Window sticker or manufacturer-to-dealer invoice showing MSRP plus options and destination charges if taxing on MSRP. A 6 percent Kentucky usage tax is collected on the retail price, which is either the purchase price or 90 percent of MSRP. If taxing on the purchase price, the seller must disclose the purchase price on the application (TC96-182), sign as the seller and have it notarized.
- Odometer disclosure statement.
- Certified sheriff’s inspection of serial number if purchased out of state: The sheriff will not do inspection without VTR signed and notarized. Crittenden County Sheriff’s Department can be reached at 270-965-3400, and the office closes at noon Wednesdays.
- Proof of current Kentucky insurance in the name of the person(s) titled on the vehicle.
- Social Security number for each party listed on title or Federal ID number for companies.
- Title lien statement (TC96-187), if applicable, should be provided by the lienholder.

The responsibilities of a Kentucky county clerk are numerous and varied, falling into the general categories of clerical duties of the fiscal court; issuing and registering, recording and keeping records of various legal instruments; voter registration and elections; tax duties; motor vehicle registrations, transfers and titling; and the issuance of marriage.
